Born on June 16, 1955 in the town of Borisov, Belarus, former BSSR.
1977-1982: worked as engineer; then as assistant at Leningrad Economic Engineering Institute.
1982-1990: Associate Professor at Leningrad Economic Engineering Institute.
1990: Deputy, then First Deputy Chief of Leningrad Ispolkom. Later an Advisor to Anatoly Sobchak's Mayoral Administration in St Petersburg.
Since November 15, 1991 - Head of the Russian State Property Committee.
On June 1, 1992 was appointed Deputy Prime Minister in Economic and Financial Policy.
November 5, 1994 – January 16, 1996: First Deputy Prime Minister in Economic and Financial Policy.
July 15, 1996 - Chief of Staff of the Presidential Executive Office.
March 7, 1997 - First Deputy Prime Minister as well as Finance Minister on March 17, 1997.
April 1998-July 2008: Chairman of Unified Energy System
Since September 22, 2008 - Head of the Russian Nanotechnology Corporation.
On December 31, 2009 according to the decree of the President Dmitry Medvedev entered the working group for creation of a detached territorial complex for research and development and further commercialization of the results.
