On a Monday evening Noncommercial Organization Foundation for Development of the Center for Research and Commercializing of New Technologies (hereinafter, "Skolkovo Foundation") has held it’s Council’s meeting in Moscow.

The meeting was co-chaired by Viktor Vekselberg and Craig Barrett. Arkady Dvorkovich, Assistant to the President of the Russian Federation, also took part in the event. 

During the meeting the Council members got familiarized with a progress report made by the “Skolkovo Foundation” President, V. Vekselberg, on the achievements made between June and October 2010.  The report was built around the issues of the Innovative Center regulatory framework, project financing, educational and research activity in “Skolkovo”, interaction with project’s business partners.  There has been a detailed review of the project’s business model and the operation of the Innovative Center in it’s key areas of priority. The Council members have acknowledged the Foundation President’s report and defined the short and mid-term objectives.

Among other issues, the Council members have discussed the “Mandate of the “Skolkovo Foundation” to Act in the Capacity of a Management Company”.  This document was supported in principle and will be made public on the “Skolkovo” Innovative Center official website (www.i-gorod.com) after the comments made by the Council members at the meeting have been duly incorporated into the final draft of the Mandate.  According to the Foundation Council co-chairman Craig Barrett, “this document regulates the authority of the “Skolkovo” Foundation and, in other words, represents the constitution of the whole project”. 

The members of the Council have also adopted the Charter of the “Skolkovo” Foundation Council, which shall now be approved by the Foundation’s Board of Trustees.

According to the “Skolkovo” Foundation President, Viktor Vekselberg, “the members of the Council have demonstrated the common vision on the future evolution and development of the Innovative Center, which gives a firm basis for continuation of effective efforts to create high-quality environment for innovative process in “Skolkovo”.

The next meeting of the “Skolkovo”  Foundation Council is scheduled for second half of January 2011.
