Since today, the Mandate of the “Skolkovo” Foundation comes into force. It was approved at the meeting of the Council of the Foundation for the Development of the Center of Development and Commercialization of High Technologies (Skolkovo Foundation) held in Moscow on October, 11.
The Mandate defines main tasks, fields of activity and powers of the Skolkovo Foundation as the management company of the Skolkovo Innovation Centre. Also, it defines principles of granting the status of the Skolkovo Centre Participant to the companies, and regulations on the financing of Participants' projects by the Skolkovo Foundation.
According to the Mandate, the Skolkovo Foundation is authorized to:
Develop the area of Skolkovo Centre;
Engage Russian and foreign Participants;
Administer the property complex of the Skolkovo Centre;
Create an educational system and provide conditions for the research activity within the Skolkovo Centre;
Assist in organizing of design and experimental research projects in the Skolkovo Centre;
Maintain the system of commercialization of scientific achievements in the Skolkovo Centre;
Provide information support of the Skolkovo Centre activities.
Giving his comments on the Mandate, President of the Skolkovo Foundation Viktor Vekselberg pointed out that “the document has been developed for the most efficient implementation of decisions of the Commission on the Modernization under the President of the Russian Federation.” “In accordance with the Mandate, the Skolkovo Foundation obtains the legal status to provide a full cycle of innovation process within the project”, - said V. Vekselberg.
