Best country in the world for business? It's not the United States, according to Cisco Systems CEO John Chambers.

In an interview with Fox Business Networks at the World Economic Forum in Davos, Chambers said that Canada is, in his opinion, the easiest country in the world to do business in.

"Their prime minister, who I'll meet with, and their number two and number three in the organization, they talk about what can they do to make it easy to do business in their country," he told FBN's Liz Claman. "And they know how to partner well.”

In addition to the country affectionately known as America's Hat, Chambers also likes Russia, saying in many ways it has a better business climate than the U.S. He said the company has formed a close working relationship with the government to help grow its Skolkovo Innovation Center, a public/private partnership to create a global tech hub in Skolkovo, a rural area a little over a mile outside of Moscow.
