If initiatives, voiced at the third IAB Session to create an institution of financial ombudsman, specialized state body in charge of innovations and practice of state procurements with quotas for innovative products are implemented


All these initiatives were voiced during the Third IAB session, which took place on October 30, 2012 in the Hypercube. As Vyacheslav Nesterov, the EMC general director said, the IAB, which brings together top managers of the Skolkovo’s key partners pool, although started functioning quite recently, has already turned into a very promising body for all its participants.

“The IAB is an opportunity for Skolkovo’s key partners to deliver certain messages to decision makers in Skolkovo and in the country, as well as a tool to discuss issues between ourselves”, – he said.

“At previous sessions we formed working groups, at several directions, we conduct a fruitful job there, we identified those issues which we consider top priority and ways to resolve them”

Nesterov heads a working group, which deals with the qualified personnel issue, as  currently he is busy to create a software making center. He says the need for good engineers is crucial. “The demand is increasing, while education doesn’t really get any better,” he said and suggested that IAB should raise an initiative to support those universities, which show better quality of engineering graduates.

Interesting enough, during the third IAB session an issue to create an investment ombudsman in Russia, who could stand for investors’ rights on different levels, was raised. few years ago a same institution was created in banking sector, where Pavel Medvedev, an industry veteran and Duma deputy became the ombudsman.

The IAB also suggested to create a specialized state body in charge of foreign investment attraction.

More active involvement of the state to meet the challenges of innovation development could also be implemented in the framework of a state unified government order for innovative products.

The instrument of the state order must clearly define quotas for the purchase of innovative products. In addition, in order to stimulate the development of small business innovation the IAB offers to consider wider participation of innovative companies in tenders, set by state structures.

Mentioned and other initiatives, which were announced at the third IAB session, will require more active participation from governmental decision makers and, as it was also decided, the IAB should invite the governmental officials to its sessions, using more actively the Open Government opportunities.
