The fast-paced development of relations between Russia and China over the past few years is proof that the “pivot to the East” proclaimed by the Russian government has been a success. It is important to note that the main focus of researchers had previously been on the political sphere and large corporations, while innovations and cooperation with small and medium-sized enterprises received significantly less coverage.
The analytical report “China and Russia: Innovation and Entrepreneurship” aims to close this gap. This study is the result of a joint project implemented by Russia’s Skolkovo Foundation and China’s TusPark technopark. This is the first joint research project conducted by the innovative development institutions of Russia and China. The report includes an analysis of the innovation systems of Russia and China, and also describes the current status of economic cooperation between the two countries. Of particular interest are the results of an information survey conducted among Russian hi-tech startups regarding cooperation with China.
The research materials were presented at the recent 33rd IASP World Conference and an expert workshop titled "Key socio-economic trends in China. Business Opportunities" organized by the Moscow School of Management Skolkovo and Carnegie Moscow Center.
The report will be useful to those who already have experience of working with Chinese partners, as well as those who plan to start: for managers and specialists of startups, incubators, technology parks and accelerators. Studying the success stories of China’s innovation development policies will also be useful for professionals working in organizations involved in supporting the development of business and innovation.
Ekaterina Inozemtseva, VP for strategy and investment, Skolkovo Foundation: “The results of the research show that there is a significant potential for cooperation not only among the big business but also in the sector of small and medium enterprises. This conclusion has high practical value for the Russian development institutions. Moreover, we are keen on studying the Chinese best practices in supporting innovations. By exchanging this experience our development institutions will be able to become the link between the state and tech entrepreneurs by providing the industry with innovative technologies and hi-tech SMEs with government contracts”.

Skolkovo Foundation is a non-profit organization founded in September 2010 by the Russian government with the objective of accelerating Russia’s transformation from a resource-intensive to an innovation-based economy. To achieve this objective, the Foundation is overseeing the creation of the Skolkovo Innovation Center, composed of more than 1,500 high-tech startups, Skolkovo Technopark, the Skolkovo Institute of Technology (Skoltech) - a new graduate research University established in collaboration with the Massachusetts Institute of Technology - and Skolkovo city, located near Moscow. Together, these entities establish a vibrant ecosystem of technology innovation and entrepreneurship. The cumulative revenue of Skolkovo’s startups through June 2016 reached $1,6 billion. They brought in more than $350 million in investment, creating 21,800 jobs and filing over 1,900 patent applications along the way. By 2020 over 2 million square meters of residential and office space will be built in Skolkovo with 35,000 people working daily in the Innovation Center. For more information: http://www.sk.ru/en
