The Upper House of Russian Parliament at today's meeting approved a package of federal laws that define the rules for creation and the particular qualities of the Innovation Center in suburban Skolkovo. Documents have been initiated by President Dmitry Medvedev.

The bills are aimed at the creation of the Russian “Silicon Valley” - a large-scale project intended to create geographically separate complex for the research, development and commercialization of the results. The research will be developed in five specialized sectors, such as: energy, high technology, telecommunications, biometrics, and nuclear technology. The bills require an introduction of a new concept of “a scientific business” to the legislation.

In the amendments to existing legislation, including the Tax and Budget Codes, the financial arrangements necessary for the functioning of Innograd are spelled out.

Earlier, a package of documents was adopted by the State Duma in the third and final reading.

President Dmitry Medvedev has thanked the parliamentarians and the government for the speedy enactment.

“I would like to thank the Federal Assembly, Cabinet members and all those who participated in the drafting of the law on the Skolkovo Innovation Center”, - said Medvedev today at a meeting of the Commission for Modernization and Technological Development of the Russian Economy.

“Today it is accepted by the Federation Council, and soon I will sign it”, - Medvedev added.

The President said that in the course of this work, “everyone showed a rare and therefore pleasant unanimity”.
