The Federal Customs Service published a draft order on Thursday that would give Skolkovo preferential customs treatment for all of the goods it imports from abroad.

   

The head of Skolkovo's legal department Alexei Ivanov told Vedomosti that overcoming administrative barriers was one of the main goals of the project.

"We need this special regime because the chemical reagents that are required for our research are very often perishable goods," he said.

Since spring 2012 Skolkovo has received clearance for around 200 batches of goods, 95 percent of which were products used for research.

The Skolkovo Foundation was established in 2009 to address the widening gap between scientific research and industry that prevents Russia's innovative products from reaching the market.
