As part of the International Economic Forum in St. Petersburg, the first meeting of the Skolkovo Foundation Council was held. It took place after the Council staff was nominated and confirmed according to the Regulations by the Presidential Commission for Modernization and Technical Development of Russia’s Economy.

Several topics were discussed at the meeting, such as organization of the Foundation Council, appointment of the Council Co-Chairmen and conclusion of the labour contract with the Foundation President Viktor Vekselberg. It was also confirmed that the Foundation Council members are to work on a voluntary basis. Besides that, Nobel Laureates Zhores Alferov and Roger Kornberg  were appointed as two Co-Chairmen of the Scientific Advisory Council, a specific expert body of the Foundation.

As part of the Skolkovo Innovation Center Project, staff members of the Foundation for the Development of the Center of Development and Commercialization of High Technologies were nominated. The appointment was confirmed at the meeting of the Presidential Commission for Modernization and Technical Development of Russia’s Economy.

The Board of Trustees of Skolkovo Foundation is to be headed by Dmitry Medvedev personally.

The Board of Trustees staff consists of following members:

-         Ivan Bortnik, Head of the Supervisory Board of the Fund for Assistance to Small Innovative Enterprises in the scientific and technical area,

-         Arkady Dvorkovich,  Assistant to the President of the Russian Federation,

-         Vladimir Dmitriyev, Chairman of Vnesheconombank (Bank for Development and Foreign Economic Affairs),

-         Aleksei Kudrin, Deputy Prime Minister - Minister of Finance,

-         Elvira Nabiullina, Minister of Economic Development and Trade,

-         Yury Osipov, President of Russian Academy of Sciences,

-         Sergey Sobyanin, Deputy Prime Minister,

-         Vladislav Surkov, First Deputy Chief of Staff of the Presidential Executive Office,

-         Andrey Fursenko, Minister of Education and Science.

 

Skolkovo Foundation Council is headed by two Co-Chairmen:

-         Craig Barrett, former Head of the Intel Corporation,

-         Viktor Vekselberg, Head of the Supervisory Board of “Renova Group”, President of the Skolkovo Foundation.

 

The Foundation Council staff includes following members:

-         Anatoly Aleksandrov, President the Bauman Moscow State Technical University

-         Esko Aho, Executive Vice President of Nokia Corporation

-         Martin Bouygues, Co-Chairman of the French industrial group “Bouygues”

-         Alexander Galitskiy, Managing Partner of “Almaz Capital Partners”

-         Mikhail Kovaltchuk, President of the Russian Scientific Centre “Kurchatov Institute”

-         Peter Löscher, President and Chief Executive Officer of Siemens AG

-         Vladimir Rashevsky, Chairman and Chief Executive Officer of the Siberian Coal Energy Company (SUEK)

-         Ratan Tata, Chairman of “Tata Sons”

-         John T. Chambers, Chairman and Chief Executive Officer of the Cisco Systems, Inc.

-         Anatoly Chubais, Chairman of the Russian Nanotechnology Corporation (RUSNANO)

-         Eric E. Schmidt, Chairman and Chief Executive Officer of the Google Inc.

 

The Foundation for the Development of the Center of Development and Commercialization of High Technologies was established in May, 2010 as part of the Innograd Project. It is a nonprofit organization purposed to provide socially useful results in the development of innovations. The Foundation is headed by Victor Vekselberg.

According to the Regulations, the Foundation Council is considered a supreme management body, whereas the Board of Trustees is an oversight body. In addition to that, an expert body has been established: a Scientific Advisory Council which is to be co-headed by Nobel Laureates Zhores Alferov and Roger Kornberg.

Anton Rybalkin was appointed as an Executive Secretary in charge of planning and organization of meetings.

As well as the Council members, some guests were present at the meeting, such as the First Deputy Chief of Staff of the Presidential Executive Office Vladislav Surkov and the Assistant to the President of the Russian Federation Arkady Dvorkovich. Dvorkovich drew the Council’s attention to the fact that certain modifications to the legal system are to be considered. Such as, supposed privileges (tax benefits in particular) should be offered to the participants already on the current stage of the project, before the whole infrastructure completion. The Council members appreciated his idea as favourable for the acceleration of the project realization.
