About the Center

The control system of the Russian Digital Economy Program involves a multi-level structure in which a variety of players are involved. Specifically for the implementation of the program, the Autonomous Non-Profit Organization Digital Economy has been created, which is involved in monitoring the program, coordinating workgroups and centers of competence, and generating requests from businesses and the scientific community. The ANO was established by 1C, Vnesheconombank, MegaFon, MTS, Mail.Ru, OMP, Rambler Internet Holding, Rosatom, Rostelecom, Rostech, Sberbank of Russia, and Yandex with the participation of the Skolkovo Foundation and the Strategic Initiative Agency.

One of the established competence centers within the framework of the ANO, the Competence Center for the Normative Regulation of the Digital Economy, is headed by the Skolkovo Foundation.

Tasks of the Competence Center

  • Identification of legal barriers to the development of the digital economy. The identified regulatory barriers can be found by following the link;

  • Creation and systematization of proposals to eliminate regulatory barriers;

  • Implementation of the Action Plan;

  • Participating in developing draft regulations through interaction with the expert community;

  • Improving and monitoring the legal regulation of the digital economy, methodological support of the training system on issues related to the regulation of the digital economy;


  • Experts – representatives of government, business, the scientific community, and consulting companies – participate in the Center's work.

    To solve the tasks assigned to the Competence Center, Thematic Workgroups were formed in the main areas:

Expected results of the implementation of the Action Plan (abstract of the Action Plan) in 2018:

  • Legal conditions for the formation of a single digital environment of trust are provided.

  • Legal conditions have been created for the formation of the sphere of electronic civil turnover.

  • Favorable legal conditions for data collection, storage and processing are provided.

  • The legal conditions for the most effective use of the results of intellectual activity in the digital economy are formed.

  • The primary basic concepts and institutions necessary for the formation of legislation in the field of cyber-physical systems and artificial intelligence are defined.

  • Legal conditions for the introduction and use of innovative technologies in the financial market are provided.

  • Regulation has been adopted in order to stimulate the development of the digital economy.

  • A set of measures has been implemented to improve standardization mechanisms.

  • Legal conditions have been formed in the field of legal proceedings and notary in connection with the development of the digital economy.

  • Legal conditions have been formed for the implementation of new reporting collection rules, including statistical information.

  • The position of the Russian Federation on issues contributing to the development of the digital economy and harmonization of approaches in this area in the EAEU is determined.

Objectives of the Digital Economy Program

  • The creation of an ecosystem of the digital economy, in which data in digital form is a key factor in production in all areas of socio-economic activity and in which effective interaction between business, the scientific and educational community, the state and citizens is ensured;

    The creation of necessary and sufficient conditions of an institutional and infrastructural nature, the removal of existing obstacles and restrictions for the creation and/or development of high-tech businesses and the prevention of new obstacles and restrictions both in traditional sectors of the economy and in new sectors and high-tech markets;

    The increase of competitiveness in the global market of both individual sectors of the economy of the Russian Federation, and the economy as a whole.
